Abstract
On June 15, 2013, the Atlantic Council’s Cyber Statecraft Initiative, with Science Applications International Corporation (SAIC), held the first student competition devoted to high-level policy recommendations for day-after responses to a major cyber attack. Held at American University’s School of International Service, the competition brought together more than sixty-five students—from undergraduates to PhD candidates—organized into nineteen teams and representing seventeen universities. In addition, twenty-one experts drawn from the top ranks of the US Department of Defense, US Department of State, White House, and leading cyber security firms participated as judges. Congratulations to ECIR’s very own, Colonel William E. Young, Jr., Josephine Wolff and Evann Smith for winning the “Best Written Brief.”
