<summary type="text">Globalization and the Future of the National Economy
Boyd, James Patrick
Many observers are concerned that the growth of globalization will undermine and destroy national economies. For the past six years, Professor Suzanne Berger, the Raphael Dorman and Helen Starbuck Professor of Political Science at MIT, our keynote speaker, has worked with a cross-disciplinary research team at the MIT Industrial Performance Center to study the globalization strategies of 500 major companies in the United States, Asia, and Europe. This study addressed such questions as which functions companies were out-sourcing and which they were keeping in-house in the electronics and textile and apparel industries in order to see how faster and slower industries have been impacted by globalization.

<summary type="text">Suppliers' Associations in the Japanese Automobile Industry
Sako, Mari
This paper analyzes the structure and functions of suppliers' associations (kyoryokukai) in the&#13;
automobile industry in Japan. The bilateral assembler-supplier relationship has received much&#13;
attention recently as a source of Japanese industrial competitiveness. However, this paper&#13;
argues that the hitherto neglected area of inter-supplier coordination in technology diffusion is&#13;
at least as important as the bilateral assembler-supplier relationship in accounting for the overall performance of the Japanese automotive industry. On the basis of company visits and a largescale survey of first-tier suppliers conducted by the author, the paper analyzes the reasons why suppliers' associations were established, why they continue to exist today, and their effects on economic performance.

Samuels, Richard J.
In January 1983 a group of US government, industry and university information specialists gathered at MIT to take stock of efforts to monitor, acquire, assess, and disseminate Japanese scientific and technical information (JSTI). It was agreed that these efforts were uncoordinated and poorly conceived, and that a clearer understanding of Japanese technical&#13;
information systems and a clearer sense of its importance to end users was necessary. That meeting led to formal technology assessments, Congressinal hearings, and legislation; it also helped stimulate several private initiatives in JSTI provision. Four years later there exist better coordinated and better conceived JSTI programs in both the public and private sectors, but there remains much room for improvement. This paper will recount their development and assess future directions.

<summary type="text">The Japanese Business System: Key Features and Prospects for Change
Westney, Eleanor
This paper argues that the Japanese business system cannot be adequately understood without&#13;
extending the focus of analysis beyond the individual firm to the vertical keiretsu, or business group. The vertical group or keiretsu structure was first identified and studied in the auto and electronics industries, where it is most strongly marked, but it characterizes virtually all sectors, service industries as well as manufacturing. Large industrial vertical keiretsu are composed of subsidiaries engaged in three distinct types of activities (manufacturing, marketing, and quasirelated&#13;
business). The coordination and control systems are built on the flows of products, financial resources, information and technology, and people across formal company boundaries, with the parent firm controlling the key flows. The paper examines the prevailing explanations&#13;
first for the emergence and then for the persistence of the vertical group structure, and looks at the current pressures for change and adaptation in the system.

<summary type="text">Whither Japan's Economy?
Bertoldi, Moreno
The Japanese economy entered a long recession in spring 1997. Its economic growth has&#13;
been much lower than in the US and the EU despite large fiscal stimulus packages, a&#13;
monetary policy which has brought interest rates to zero since 1999, injections of public&#13;
money to recapitalize banks, and programs of liberalization and deregulation. How could&#13;
all these policies have failed to bring the Japanese economy back on a sustainable growth&#13;
path? This paper argues that the failure of Japan's efforts to restore a sound economic&#13;
environment is the result of having deliberately chosen inappropriate and inadequate&#13;
monetary and fiscal instruments to tackle the macroeconomic and structural problems&#13;
that have burdened the Japanese economy since the burst of the financial bubble at the&#13;
beginning of the 90s. These choices were deliberate, since the "right" policies (in primis&#13;
the resolution of the banking crisis) presented unbearable political costs, not only for the&#13;
ruling parties, but also for the bureaucratic and business elites. The misfortunes of the&#13;
Japanese economy during the long recession not only allow us to draw important&#13;
economic policy lessons, but also stimulate reflections on the disruptive role on economic&#13;
policies caused by powerful vested interests when an economy needs broad and deep&#13;
structural changes. The final part of the paper focuses on ways to tackle Japan's banking&#13;
crisis. In particular, it explores the Scandinavian solution, which, mutatis mutandis, might&#13;
serve Japanese policy-makers well.
The views expressed here are solely those of the author and do not necessarily reflect&#13;
those of the European Commission. This paper is a revised and updated version of an&#13;
article published in Stato e Mercato in 2002.
