Abstract
This thesis will assess the "readiness" and analyze the factors that will lead to the development of an effective secondary housing mortgage market in the Philippines. We will use secondary mortgage market models from the United States and other countries with well-established secondary mortgage institutions (SMIs) as a lens through which to analyze the readiness of the Philippine market. In the course of our assessment, we will examine the following four key issues: 1. The primary and secondary fixed income securities market; 2. The mortgage origination process; 3. The securitization and trading process; and 4. The regulatory, legal and tax environment. We will offer recommendations and alternatives with regard to the Philippine market's further development.
