dc.description.abstractThis thesis explores the challenges of and opportunities for regulating residential development on Massachusetts barrier beaches. This research finds that the existing federal, state, and local regulatory frameworks relevant to Massachusetts barrier beaches struggle to manage the tension between the viability and safety of existing Massachusetts barrier beach communities and the need to reduce environmental impacts of this existing development as well as limit further growth in these areas. This struggle is exemplified by a case study of Plum Island, a barrier island off the North Shore of Massachusetts. The thesis concludes with several proposed initiatives Massachusetts could employ to improve regulation of residential development on its barrier beaches.en_US
