This paper is a preliminary version of a paper he will present during a two-month summer seminar on "Doctrines of Economic Growth" to be held at Hanover, New Hampshire under the sponsorship of the Social Science Research Council. The paper, all parts of which are subject to possible elaboration and modification, is designed to be included in a larger work by several authors on the history of the theory of economic growth."
