"The attached paper started out as a comparison of the various unofficial drafts now available on the Indian Second Five-Tear Plan. I am afraid it turned out to be more nearly the broad lines of an alternative formulation (even more unofficial). The comparative material on the Federation of Indian Chambers of Commerce, Indian Institute of Public opinion, Mahalanobis and "official" programs has been relegated to a brief appendix, which will be duplicated and circulated shortly. Comments are welcomed. This paper (in a later draft) is meant to be a final section of an analysis of current developments in India."
