dc.description.abstractThis report documents the progress made during the six-month Phase I portion of a project to design and implement a Supplementary Control System on four coal-burning power plants in western Pennsylvania. Preliminary data collection and analysis, air quality modeling, meteorological forecasting, control strategy development and program definition are discussed. Coordination of Phases I and II is explained. Appendices include data on meteorology, the AIRMAP air quality monitoring system and plant and system parameters affecting control strategy design.en
