dc.description.abstractWe develop a new framework for designing robust cognitive radio networks using white channels. Our framework assigns white channels to wireless links and provisions spare channel capacity that will used in the event of channel preemption. We characterize the optimal white channel assignment that minimizes the spare capacity while guaranteeing survivability against white channel preemptions.en_US
